Unresponsive Driver and Suspicious Female at Washington Pike and Millers Run Road

Summary: Multiple callers reported a vehicle at the intersection of Washington Pike and Millers Run Road that had not moved through several light cycles, with the driver unresponsive but the foot on the brake. Further investigation focused on a suspicious white female, approximately 5'4", very blonde hair, in her 50s, last seen near the BP 711 around 145, possibly close to the train tracks.
