The incident required specialized rope rescue operations due to steep terrain and a vehicle in the water. Multiple fire and rescue units, including Tech Rescue, Engine 4, Engine 1, Battalion 1 and 2, Safety 1, and Valley Engine 8, responded to the scene at North Cedar Street and West Summit Parkway. Equipment such as rope systems and a Stokes basket were requested to safely extricate the individual(s) involved.
